Can't rep

So when I go to rep someone, the window pops up but I can't select anything in the small drop down box. Is this because my account is so new or is there something wrong on my end? I am using Chrome for what it matters.

It's the newness of the account. Make a few posts, get some rep and you should be able to rep others.
