Oruwariye is the best DB and the BPA.  Jenkins is the best OL, although he's a C/G.  Ivey is the best T.  Giles-Harris is the best ILB, but he's a reach in this spot.

Jags primary needs are OT,TE, and WR. They went OT and TE in rounds 1 and 2 so WR is an obvious target. They also need FS and perhaps this is a good spot to take a QB to possibly groom behind Foles.

I think if I were picking Parris Campbell would be hard to pass up.

Probably right. Their wr core is abysmal and Campbell is rated higher than this
