Here is a great article on it. It basically comes down to years of service. Waived applies to players with less than four years of service and they must go through waivers. Released refers to players with more than four years of service and they may sign with any club without going through waivers.
Cut is an unofficial term and refers to one of the two above. There are exceptions to the waiver system which is explained further below.
