Who makes the decision to keep Anarumo?  Zac makes those decisions. 

So you succeed or fail based upon decisions made as a leader. 

I think the 2 biggest errors that Zac made when he took over 2 years ago was hiring Lou and keeping him as the DC, and keeping the OC responsibilities to himself.
