I think that's the spot for someone like Lees or Pooka.

I kind of like the idea of putting Tate as a "big slot", where he lined up appx half the snaps already.  

We quickly forget his 40 reception, 575 yard stat line of 2019 because of his injury-shortened season last year.  That being said, I don't see Tate as a KR or PR.
