The gist is governments don't like to acknowledge when an enemy force develops new technology they don't have. There's a lot of shit that gets buried when it comes to warfare, probably much more than anyone is even remotely aware of. Some is probably buried in archives in places very few people even know exists and quite often the knowledge of it dies with the people keeping it secret in the first place..
People work for governments then go on to civilian lives and forget all about the stuff they were keeping secret all those years ago, die of old age or whatever and nobody else ever knows about it.
