Under Marvin Lewis I would agree with this statement.  Not so sure with Taylor.

11 has been our base offensive formation for 2 seasons now.  With the addition of Chase, they are not going to take Higgins or Boyd off the field in favor of a TE unless down, distance, and field position dictate it.
