I really don't see the Bills moving. Call me crazy, but that fan base is too big and established to let that happen.

Jags and Bengals on the other hand seems more likely. But I don't see the Bengals moving either--especially after they start winning. We'll see though. Jags seems most likely. They aren't very good and they already have a few football teams in Florida.
