Who knows?
I just believe that every NFL team is always looking to upgrade their talent. I am sure they all knew Reiter was setting there on a practice squad and could have been signed at any time. Therefore it is not a "baffling" that the Bengals did the exact same thing as 31 other NFL teams.
But I said the same thing about us being able to sign Spain so cheaply and he has played very well for us.
