I get all that, but this team is a mid-tier team at best. They can't address every single starting position and every depth position yet.
Per what I wrote in OP, there would still be ~$14 mill in cap to work with for additional adds, more money given to guys if it took a bit more to sign them, etc.
Also, this does not factor in any comp picks nor any trade-down scenarios to get additional picks.
What I will say though is don't be afraid of an early-round CB starting. This is a VERY deep CB class, and I think any CB drafted in Rd 1 or Rd 2 should be able to start and be decent or better.

Zac Taylor 2021-2022: Double-digit wins each season, plus 5 postseason wins
Zac Taylor 2023: 9 wins despite losing Burrow half the season
Zac Taylor 2024: Started 1-4. Ended 9-8 but barely missed playoffs
Changes needed to do better in Sept/Oct moving forward.
