Burfict on injury list, tweaked knee?

I'd like to see a rewrite of the PED rules to exclude any and all medical use to return a football player to health. The player must have all treatments detailed by their doctors, and he can't return from injury until he tests negative for any and all banned substances. Stiffen the punishments for all non-medically prescribed treatments, and see where that goes... The game is more fun with all of the talent on the field.
