Chin had just won a title, and he definitely built that squad. Dungy couldn't get over the hump in the playoffs, and Sam Wyche drafted much of that core.
Without Gruden, I don't think the Bucs have that title. Dungy was stagnating there, ala Marvin Lewis. Plus Gruden proved himself elsewhere, unlike Tomlin.
The training, nutrition, medicine, fitness, playbooks and rules evolve. The athlete does not.
