The Team went with the low cost high reward route and kept him in the roster. You can criticize in hindsight but that's all it is hindsight.
Except it wasn't hindsight. It was foresight. Two days after the injury it was reported he would miss extended time. It doesn't take a genius to determine rushing LB back with a damaged shoulder is a bad idea especially when he is part of your long term plans.
The guy was carted off and everything after getting hurt. He was obviously in considerable pain. Not in a million years did this look like a two week injury.
