About the only cities the NFL would rig in favor of Cincinnati would be probably just Jacksonville and Detroit.
Cincinnati isn't a destination city for many people, it's a smaller market, and the team doesn't have any championships like most other franchises.

When Cincinnati wins, it's earned.
