A WR4 is not going to help as much over these next two years as another position, and the Bengals need to be treating these next two years as all-in years to push for a SB while Burrow is on his rookie contract.
Again, it wouldn't be my personal preference, but if you're drafting Williams, you're assuming he's your WR2 by the end of year 2. You're also probably dumping Boyd and his salary after his rookie season and using that money to bring in some FA pieces or reup guys like Jonah, Pratt, Wilson, etc.
