How is that supposed to fix the situation?  I mean, all of the other players on a team are going to feel like they are worth more, since there is more money to go around, right?

No matter what the total budget is, star players are always going to eat up a significant percentage of that budget.  Teams can only afford to keep so many star players past their rookie contracts, it's simple arithmetic.
