Chef, definitely for active players. Possibly all-time as well.

Kerr and Hubert Davis are 1 and 2 in 3% and a player mentioned, Reggie Miller, is the highest true shooting % player, who didn't dunk all the time.

So yeah, I'd say either Chef or Miller.
