Not sure what you mean. Even the best NFL teams usually need to give 2nd round picks a year to develop. Just a quick check of this year's playoff teams show a bunch of examples of 2nd round picks that made huge improvements over their rookie seasons.
Packers's AJ Dillon.........from 263 yards from scrimmage to 1116.
Titan's Kristian Fulton....from 16 tkl and 1 PD to 40 tkl and 14 PD.
Ram's Van Jefferson......from 220 receving yards and 1 td to 802 yds and 6 tds.
Eagles Jalin Hurts..........from 1451 yds total offense and 9 TDR to 3928 yds and 26 TDR.
Cowboy's Trevon Diggs..from 3 int and 0 td to 11 int and 2 tds.
Pat's Kyle Dugger..........from 64 tkls and 0 int to 92 tkls and 4 int.
Colt's Michael Pittman...from 40 receptions and 1 td to 88 receptions and 6 tds.
