I don't know if I would blame the NFL on this one.  The city/county wants to frame it that way.  I believe that because the city/county wants to charge admission they can't re-broadcast the game.  However, I think they can show it for free on fountain square (like they have done in the past).

That's why all the hub-bub over the past week on whether or not the city leaders were going to make this happen.  They were trying to do in a way to make money.   They weren't doing it out of the goodness of their heart or trying to give something back to the taxpayers who paid for that stadium.
