In a lot of cases, those gambles haven't panned out.
It is not just about getting a "steal". It is about the best players in the draft suffering injuries. If you eliminate all players recovering from injury you eliminate a lot of the best players.
Myles Garrett was recovering from an injury when the Browns selected him #1 overall. Anthony Munoz had 2 knee surgeries in college.
