Myles Garrett was recovering from an injury when the Browns selected him #1 overall. Anthony Munoz had 2 knee surgeries in college.

All I'm saying is they've had some players fall to them who had been recovering from injury/surgery, and they likely expected/hoped the player wouldn't continue to have problems beyond this initial recovery time.
