As Joe Goodberry notes, most of the centers with sub-32" arms have been really good athletes to compensate.
Some players worth noting:
Nick Mangold (30.75")
Ryan Kalil (30.75")
Marukice Pouncey (31.0")
David Andrews (31.25")
Alex Mack (31.5")
Centers that have found success with 31.5" arms or shorter.

Most are also elite athletes (Linderbaum isn't testing this week).

For every pro bowler and high caliber player I can give you a Billy Price that just didnt have the hand speed to compensate for lack of length.
