I would say it's getting close without making any other moves to clear space, as that number doesn't include a few guys that details aren't known on yet.  Of course, the full cap hits for those guys won't hit because they'll knock other guys out of the top 51.  

However, a lot can be done with structure to drastically lower cap hits on multi year deals, which guys like Collins and Tretter would demand.
