I'm not sure what the best outcome is in this scenario because the organization is in a position of power now with both the taxpayers and the decision makers in Cincinnati. Its a fascinating debate that goes on in many cities for various reasons. They say that winning cures everything so its nice to get the practice facilities upgraded to a championship level.
