I believe this is correct but strangely it isn’t what the math gives you. The formula for calculating percentile is…

=(number of values worse than X / Total number of values) x 100

The calculation for this works out to be…

= (2/8) x 100

This will get you to the 25th percentile. It might be a case of the dataset being too small with only eight values. Thinking back on it, it should be the 37th percentile.
