Yup. Last year Josh Allen was 7% below league average in yards per attempt and 8% below league average in completion rate. His QB Rating was dead on league average. Of the QBs who were top 20 in pass attempts, Allen had the 19th best completion %, only ahead of Trevor Lawrence, and 17th best YPA ahead of Rapistburger, Goff, and Lawrence.
He did have a monster postseason, though.
