Barely.  If you combine Weeks 10-17 with the playoffs, you get a Passer Rating When Targeted of 98.59, which is marginally better than his 100.52 the first half of the season.  I don't have time to calculate 1st half vs 2nd half+playoffs, but his Missed Tackle % ballooned in the playoffs to 13% from 7.2% in the regular season.  

The guy is just wildly inconsistent, like you said.  If he wants a big number, a team would have to structure it to protect themselves, which means low guaranteed money.  If Bates wants more guaranteed, he needs to take a lower overall number.
