While this kind of experience is very rare, and I certainly don't expect it with Pryor, it is not unknown. One of the Bengals cuts in 2012, when they went to 53, was James Develin, who was grabbed by the New England Patriots. He went on to be their starting fullback; we got to watch him in two Super Bowls, a Pro Bowl, and be named the NFL's 2nd best fullback one year (2017).
The Bengals know they are taking a risk with Pryor, but the competition at WR on the Bengals is just very stiff. And other teams are also struggling with their 53; they can just let him go to the Bengals practice squad and poach him if they find themselves needing a WR. And then I believe the Bengals get an opportunity to match.
