I would say a under performing player actually stands out more on a good time especially on tape.  The NFL has pages and pages of guys that played well in college and were drafted in the high rounds but never worked out.  no team have a recipe for "no busts" but some teams have better history of less busts for sure and those can the teams that succeed more.
