Maybe Williams stepped up on ST in practice and we haven't seen it in the limited pre-season snaps spread out among multiple players to see what they can or can't do, most of which are no longer here. 

I also see the Bengals running the ball more this year as I expect them to be ahead late in games more than last year. Having a 4th RB always at the ready may help down the road for load management.
