He doesn't have to report as eligible despite being a number that isn't traditionally available for WR/TE/RB.
I'm pretty sure it has to do with your position designation going into the game.
Receivers can't wear Oline numbers, and Oline has to wear 50-79. That's why they have to report as eligible.
