The Bengals still have an outside chance at the 2nd seed (according to a poster on here who analyzed tie breakers), but I'm not sure it wouldn't be better, if that's the case, to play the starters for one-half (they only played 9 minutes on Monday, and only 7 offensive snaps), try and get a lead, and then pull our starters the second half, as long as the Ravens are going without their key players.
That is what I would do.

Unless the NFL decides between now and Friday that certain playoff matchups would be done at neutral sites (Bills/Bengals, Bengals/Chiefs, Bills/Chiefs), in which case the 1-3 seeding becomes irrelevant.
Just saying it is more likely we get the 3 seed and the 2 seed isn't in play if they declare this game a No Contest.
But yeah, there is a slight chance at the 2 seed.
