Anyone surprised the Ravens signed Smith prior to signing Jackson?

The 2023 Ravens have about 1 million more than us in 2023 cap. We could cut safety Wilson's 2 million contract and have 1 million more than them. The Smith contract is for 5 years and 100 million, but not sure how it is structured with only 45 to 60 million guaranteed. 

My point is to franchise Jackson would probably cost at least 40 of their 48 million, so Smith could eat rest of their cap in 2023.
They also cut Boyle today and eating a lot of dead money.
