In the 5 years Dre Kirkpatrick started at least 10 games that year, he averaged 61 tackles a season despite missing games in all but of 1 the 5.
Rookie CBs are always going to get tested, as seen by Sauce getting thrown at a ton this year. If they respond well then QBs should target them less and less, giving them less opportunity to make tackles. I don't think making a lot of tackles is particularly a good thing on it's own for an outside CB.
According to PFR, CTB allowed a 102.9 QB Rating in his coverage with a 9.8% missed tackle rate and of course 0 INTs. No need to write him off or anything, because it's his rookie season and he can easily improve, but it hasn't been an extremely inspiring rookie year.
