They should scrap the protocol all together.   It doesn't work and is only a knee jerk reaction to retired players money grab because they accepted the risk associated with the voluntary job they accepted and were well compensated.  

That and we have a faction of people who want to take away the violence in amercian football and basically want it to be like 7 on 7.
