Even if Mixon was only a $8m cap hit, that's too much. He can't block, so he can't be on the field when the game is in it's most crucial moments. A RB who you can't rely on when you need to win a game is a RB who isn't really much use.
That's not even touching the fact that among 41 qualified RBs, Mixon was 32nd in yards per carry, 34th in yards after contact per carry, and 29th in attempts per broken tackle.
It doesn't matter what he's making, cutting him honestly feels like an addition by subtraction move at this point.
