The whole reason they did it that way is because they haven't been able to get even close to what he wants for a contract - so they will let another team deal with it.

It is risky move. Someone could offer Jackson a 3 year deal for 170 million with 100% guaranteed. Ravens don't have cap money to match it, so in the end may get 2 first round picks, but not until 2024 and 2025.
