He is a FA. Even on Spotrac, if you look it has his 2022 base salary as nonexistent, and his cap hit is listed as below league minimum so it is impossible.

This says he signed a 2 year deal "through the 2022 season".

And even his Wikipedia page says he is a free agent.

Probably most importantly, even Bengals.com has him listed as an unrestricted free agent still.

I think there was just an entry error on Spotrac when someone was inputting his information and it kicked some of the things they were typing down into the next row.
