From the story in ESPN, and the comment about teams "raising their hands," I also get the impression that the league first broached the concept of an annual host, to which several teams raised their hands, and then the Bengals lobbied to be a host.
I could have sworn I read somewhere, that the "Black Friday" game isn't played on Friday, is that true?
