Why didn't the Bengals add a proven RB in the offseason

Backing up Mixon rather than hoping one of your 
Inexperienced develops. 
Outside of Mixon there is no one proven in the RB room. Chris Evans is more WR than RB.
Treveyon Williams what has he done at the NFL
Level running the ball?
