Why didn't the Bengals add a proven RB in the offseason

I guess that is what I don't get about this whole Mixon pay cut thing if the team was locked into him.  Did it go something like this?

Bengals:  Hi Joe we are going to need you to take a significant pay cut.

JM and or his Agent:  Or what?

Bengals:  Umm we really like you.  So nothing if you don't. We just want you to take that big pay cut. 

JM and or his Agent: Okay cut my pay by a huge amount.  Thanks.
