My immediate answer is no. However, this depends on Burrow's true health. We know he isn't healthy but only he and the coaching staff know exactly how hurt he is. Is it an injury that just limits his mobility but doesn't pose any greater risk of injury? I would say play him and modify the playcalls.
Is it an injury that completely affects how well he is able to throw the ball? I lean towards sitting him.
Is it an injury that poses a significant risk of worse injury? Sit him.
There is another side to this, though. If Jake Browning has to start for 3-ish weeks, I'm not feeling good about the season. If Browning were to be the QB against BAL/LAR/TEN, I think we go 0-3 in all of those contests to sit at 0-4. Is Burrow healthy by then? If he is, can he bring us out of an 0-4 deficit? Maybe, but it doesn't happen often (ever?) so I wouldn't feel great.
