The only position groups the Bengals would be allowed to draft are QB, WR, LB, and maybe DB in your scenario. QB is a toss up cuz Finley very bad and Joe Burrow was #1 overall... Chase was 5 and Tee 33 so its not like they didn't get a chance for top talent at WR.
