He absolutely could be, but I don't think he currently is. He hasn't particularly improved over his rookie year. Since Chase entered the NFL...

Rough rankings, but Chase ~7th with St Brown breathing down his neck. Can't help but think a really good OC/Playcaller would tap into his real potential and he'd be a top-3 guy.
