This is first and foremost.  At the very least we need a Perine replacement to get tough yards and protect the qb.  That shouldn't be a huge or expensive ask.  

As for TE, I think they start getting serious about the position as the 3 stud receiver situation dissipates.  TE is a much more cost effective way to have an embarrassment of weapons that maintaining a roster of veteran number 1 or 1a wideouts.
