Not to rain on your cap strapped parade, but Cleveland is very much interested in signing Tee Higgins.  I haven't even looked at CLE cap situation, but their front office has shown the ability to do cap gymnastics to create space.  Not that I'm saying that Cleveland will sign Higgins, just want to throw that out as a possibility.
