They lost Bates Bell, and Hurst in free agency. They reacted by signing Smith and Scott. They liked TEs in the draft but it didn't work out.
Edit: I speculate they thought the draft could improve TE depth beyond the Smith signing. Taylor noted liking some of the TE talent:
