At what point does Higgins have to sign or he starts losing money? Can he sit out training camp and sign right before the first game and still get his entire salary?  I am hoping he gets a long-term agreement with the  Bengals before the July 15 deadline to sign such a deal, but if he doesn't, can he conceivably sit out training camp and not lose any money?
