To those who wonder why Tobin isn't a GM:
He's in the best possible position. Low key, makes GM decisions that are recognized internally and hidden from the public. Gets props and acknowledgement internally, doesn't receive the blame from the public when something goes wrong. Does not have to answer to the media, like a GM would have to do.
