Yes, but I brought that up because not many NFL fans outside of Bengals fans will recognize most of the "good" players on the Bengals. They only recognize the dudes who are Top 5-10 at their position and/or land the mega contracts.
Bengals have a good overall roster, but they don't have many high profile, high-paid stars.

I thought that was obvious in my previous post(s)?

All I was merely trying to say was quite a lot of people online were posting the Bengals ownership was cheap and was trying to provide potential reasons why they might think that.
I don't agree with that sentiment, just trying to put myself into their thought process.
